מיד אחרי הפיגוע בראשון לציון, חששנו ששרון עלול
לנצל את ההזדמנות ולנסות לסיים את מה שנמנע ממנו לסיים בחודש
של מצור - דהיינו, את "ניטרולו" של ערפאת, אולי אף את הריגתו.
הגוש החליט לשגר משלחת שתשהה במתחם הנשיאותי, לפחות
בתקופה המיידית שלאחר ההתקפה, מתוך מחשבה, שנוכחותם של אזרחים
ישראליים במתחם, תגרום לשרון להסס בטרם יתקיף את המתחם.
